My fuel pressure regulator won't hold pressure when the car turns off.

This is an unfortunate side effect of adjustable rate regulators.  Due to the nature of the design of all current adjustable regulators, they will not maintain pressure once the fuel pump is off.  This is normal for these, and no amount of check valves will prevent it.
